What Acts 1:8 means
The disciples had just asked about the timing of the kingdom and got an assignment instead. Power comes first, then witnesses — a word about testifying to what you saw rather than arguing. And the geography widens in circles from where they were standing out to everywhere else.

9And when he had spoken these things, while they beheld, he was taken up; and a cloud received him out of their sight.
10And while they looked stedfastly toward heaven as he went up, behold, two men stood by them in white apparel;
