He that dwelleth in the secret place of the most High shall abide under the shadow of the Almighty.Psalm 91:1 · King James Version
What Psalm 91:1 means
Dwelleth and abide are both staying words. This is not a verse about running to God in an emergency, it is about living somewhere. And the shadow of the Almighty only falls on people standing close enough to be in it.
